Niçoise salad is a slab of pepper-crusted ahi seared rare, perched on a small bed of greens studded with fresh herbs, red onions, egg, haricots verts, and anchovy. Filet au poivre et cognac could be a real winner if it weren’t for the limp pommes frites.
